Francisco Mingorance, a Hispano-Swiss based in Brussels, helped create CISPE.cloud in 2016 with a group of leading European cloud infrastructure providers. He also took part in efforts to develop a cloud infrastructure Code of Conduct under the GDPR to help cloud customers regain control of their data by enabling data processing and storage exclusively in Europe; developed the Ten Principles for Fair Software licensing in the Cloud; co-created the Climate Neutral Data Centre Pact to make all cloud services climate Neutral by 2030 and worked with the European Commission to develop industry best practices to facilitate data portability. Francisco represents CISPE in the board of Gaia-X.

Francisco currently oversees the Ten Principles for Fair Software licensing in the Cloud initiative and anti-trust litigation by European Cloud providers against unfair software practices by certain legacy providers. The purpose of these initiatives is to ensure that all cloud customers in Europe have the right to run their software on the cloud of their choice, without financial or technical penalties.

A lawyer with an engineering background from the Swiss Federal Institute of Technology in Lausanne (EPFL), Francisco has over 25 years of experience working with leading technology firms. When off the grid, Francisco produces natural red wines in Ronda (Malaga) Spain.
